Vietnam ATM fees and withdrawal limits for foreign cards (2026)

Updated: 18 October 2026

Short answer: the bank that owns the machine sets the fee and the cap, and both differ from bank to bank. The only foreign-card schedules we could read are VietinBank (4%, minimum 80,000 VND, before VAT, effective 16 November 2025) and TPBank (effective 15 November 2025; the fee depends on Visa or Mastercard and on the amount). Travel guides report caps of 2 to 5 million dong at most banks and up to 10 million at VPBank, which makes several withdrawals the norm. If your card does not work at all, OneEx pays dong for rubles or USDT, and you take the cash from an ATM.

A foreign card pays up to three separate charges in Vietnam, and only one of them is on the ATM screen. Read the machine's fee and cap first, then ask your own bank what it adds.

What one withdrawal can cost

  1. The machine bank's fee. Vietnamese banks set their own charge for cards issued abroad: a flat amount at some, a percentage at others. The ATM should show it before you confirm. One reader of a 2026 guide reported that a VPBank fee appeared only on the statement a day later, so check your account afterwards too.
  2. The machine's cap. Each transaction is limited by the machine, and a bank can change its cap. Vietcombank, for example, raised the per-transaction limit on its own debit cards from 5 to 10 million dong with effect from 12 January 2023 (Doanh nhan & Phap luat, 15 January 2023). That change applies to Vietcombank's customers, not to foreign cards, but it shows that caps are bank policy.
  3. Your own bank. Your card issuer can add a foreign-withdrawal fee, a currency margin and its own limits. We do not know your card's terms, so ask before you travel.

Tariffs we could read: VietinBank and TPBank

Most Vietnamese banks do not make a foreign-card ATM line easy to find. These two did, and both are dated:

BankForeign-issued card at the bank's ATMEffective
VietinBank4%, minimum 80,000 VND, before VAT. The footnote says Visa, Mastercard and DCI cards issued abroad are charged automatically. A cash advance at a VietinBank POS terminal on a card issued by another bank costs 3.64%.16 November 2025
TPBank (Appendix 04, international debit cards)Visa: 55,000 VND under 5,000,000 VND, 3.08% of the amount from 5,000,000 VND. Mastercard: 3.3%, minimum 77,000 VND. VAT included.15 November 2025

Both documents were read on 17 October 2026. A tariff can change without notice and the ATM screen shows what you will actually pay. We did not find a current foreign-card ATM line for Vietcombank, BIDV, Agribank, Techcombank or VPBank, so the next table is a different kind of source.

What travel guides report (not bank tariffs)

Four 2026 guides, You.co (13 April), BaseDanang (24 June), Vietnam With Me (7 August) and Backpack Moments (13 January), give the following. Most do not cite a bank document for their numbers, and they disagree in places.

BankReported feeReported cap per transaction
VPBankNo fee (all four guides agree)10,000,000 VND
ACBConflicting: no fee in two guides, a fee in one3,000,000 VND
VietcombankAbout 50,000 to 55,000 VND2 to 5 million VND, guides disagree
BIDV3%, minimum 50,000 VND (two guides)3,000,000 VND
Agribank, Techcombank and othersFlat 22,000 to 55,000 VND (guides disagree)2 to 5 million VND
TPBank"About 3.3%" since mid-20255,000,000 VND

Two rows show why a guide is not a tariff. The 3.3% for TPBank matches the bank's Mastercard line, while its Visa line is a flat 55,000 VND below 5,000,000 VND. And one guide lists VietinBank among the banks charging about 55,000 VND, where the bank's own schedule says 4% with a minimum of 80,000 VND.

Fees as a share of what you take out

A flat fee hurts most on a small withdrawal. These are arithmetic examples for a fee of 50,000 VND, the figure guides most often report, not a promise that a machine charges it:

Cash withdrawnFee of 50,000 VND
2,000,000 VND2.50%
3,000,000 VND1.67%
5,000,000 VND1.00%
10,000,000 VND0.50%

With the dated tariffs the amount matters in a different way:

Tariff2,000,000 VND3,000,000 VND5,000,000 VND
VietinBank ATM, 4% with a minimum of 80,000 VND (before VAT)80,000 VND (4.00%)120,000 VND (4.00%)200,000 VND (4.00%)
TPBank, Visa: 55,000 VND under 5,000,000, then 3.08% (VAT included)55,000 VND (2.75%)55,000 VND (1.83%)154,000 VND (3.08%)
TPBank, Mastercard: 3.3% with a minimum of 77,000 VND (VAT included)77,000 VND (3.85%)99,000 VND (3.30%)165,000 VND (3.30%)

Two things stand out. Under TPBank's Visa schedule, 4,990,000 VND costs 55,000 VND while 5,000,000 VND costs 154,000 VND, so a Visa card should stay under the threshold. And the cap multiplies the fee: if you need 12 million VND and a machine allows 3 million, that is four withdrawals, or 200,000 VND at a 50,000 VND fee.

Limits: the lowest of three ceilings

The Vietnam ATM withdrawal limit that applies to you is whichever of these is lowest:

  • The machine. This is the number that surprises people. Guides report 2 to 5 million VND at most banks, so plan on the low end unless you know the machine allows more.
  • Your issuer's transaction limit for cash abroad.
  • Your issuer's daily limit. Ask whether overseas cash withdrawals are switched on for your card.

If a withdrawal is declined, try a smaller amount first. A refusal can also come from the card itself: an issuer block, or a network that is not supported (see below).

Decline the currency conversion

Some machines offer to charge you in your home currency instead of dong. Visa's guidance says an ATM must let you accept or decline, show both amounts, the exchange rate and any fees, and must not choose for you. Declining does not affect your ability to withdraw cash. If the screen does not show the details, or you feel pushed, decline. Travel guides advise choosing dong every time, and then comparing the result with your own card's terms on the statement.

Cards from Russian banks

Visa and Mastercard cards issued by Russian banks do not work abroad, and Vietnam is no exception; see the card-by-card guide we wrote for Thailand for how to test a card. For Mir, the Russian Embassy in Hanoi said in February 2026 that the Vietnam-Russia Joint Venture Bank (VRB) operates 21 ATMs in Vietnam and that sanctions on VTB significantly limit its capabilities, while the two sides are discussing wider use. It is not a plan for a trip.

Dong without a foreign card

  • A bank cash advance. It exists, but it is not a bargain: at VietinBank a cash advance on another bank's card at its POS terminal costs 3.64% (schedule effective 16 November 2025).
  • The local banks' cardless QR. Vietcombank customers can withdraw cash by scanning a QR code on the ATM from the VCB Digibank app, without the physical card (Vietnam financial press, 11 March 2021). It is a feature for the bank's own account holders, which a visitor usually is not.
  • An exchange that pays at an ATM. With OneEx you pay in rubles from a Russian bank or in USDT, and you receive dong in cash at an ATM. You need neither a Vietnamese account nor a foreign card. Delivery is usually not offered in Vietnam. The minimum is the equivalent of 5,000 RUB.

Before paying, agree the amount of dong you will receive, the bank and the location, and all the costs. The exchange rate is only available in the OneEx Telegram bot, where the manager fixes it for your amount. When you compare this with a card, compare the total you send with the cash you receive, not an ATM fee on its own. More: USDT to dong, rubles to dong, Vietnam overview.

Quick takeaways

  • Read the fee on the ATM screen and cancel if it is higher than you expected.
  • Withdraw as much per transaction as the cap and your issuer's limits allow, to pay the fee fewer times.
  • On TPBank with a Visa card, stay under 5,000,000 VND per withdrawal.
  • Decline the machine's currency conversion and pay in dong.
  • Treat guide figures as hints and bank schedules as the dated facts.

FAQ

What is the ATM withdrawal limit in Vietnam for a foreign card?

There is no single national figure. The machine sets a cap per transaction, and travel guides from 2026 report 2 to 5 million dong at most banks and up to 10 million at VPBank. Your card issuer then applies its own per-transaction and daily limits. Take the lowest of the three as your real limit, and expect to withdraw in several steps.

How much does a Vietnamese ATM charge a foreign card?

It depends on the bank that owns the machine. VietinBank's schedule effective 16 November 2025 lists 4% with a minimum of 80,000 VND, before VAT. TPBank's schedule effective 15 November 2025 lists 55,000 VND for Visa under 5,000,000 VND, 3.08% from 5,000,000 VND, and 3.3% with a minimum of 77,000 VND for Mastercard. Travel guides report about 50,000 VND at several other banks and no fee at VPBank, but these are reports, not bank tariffs. Check the fee on the screen before you confirm.

Should I accept the ATM's offer to charge me in my home currency?

Usually decline and pay in dong. Visa says the machine must give you the choice, show both amounts and the exchange rate, and not pick for you, and that declining does not affect your ability to withdraw. Compare the offer with your own card terms if you are unsure.

Do Russian-issued Visa and Mastercard work at ATMs in Vietnam?

No. Visa and Mastercard cards issued by Russian banks do not work abroad, in Vietnam as in Thailand. Mir has very limited reach: the Russian Embassy in Hanoi reported in February 2026 that the Vietnam-Russia Joint Venture Bank operates 21 ATMs in Vietnam and that its capabilities are limited by sanctions.

How can I get Vietnamese dong without a foreign card?

Banks offer cash advances on a card at their counters or POS terminals, which are not cheaper than an ATM, and QR cardless withdrawal for their own account holders. A separately arranged exchange is another route: with OneEx you pay in rubles or USDT and withdraw dong at an ATM, with no Vietnamese account or foreign card. The manager confirms the amount, the bank and the location before you pay.
